The 1989 Congress Bicentennial Commemorative Dollar was issued to commemorate the bicentennial anniversary of the Congress, which was established under the Constitution in 1789. It was one of three coins issued, which also included a clad half dollar and $5 gold coin.

The obverse features the Capitol dome, an iconic symbol of the legislative branch and its central role in American democracy. This image serves as a powerful reminder of the Congress's enduring presence and its responsibility to govern and serve the nation. The reverse of the coin showcases a heraldic eagle, a classic symbol of the United States, representing the strength, freedom, and democratic values that the Congress is sworn to protect and uphold.

The Congress Dollar was offered in both proof and uncirculated versions. The proof coins were produced at the San Francisco Mint and the uncirculated coins were produced at the Denver Mint. The coins were sold individually or as part of two different 2 Coin Sets and 4 Coin Set. A complete 6 Coin Set containing all versions of all denominations was also offered.
