The mintage levels for the 1994 Kennedy Half Dollars struck for circulation saw an uptick that would establish a higher mintage range for the next several years. These levels were up about 50% from the prior year levels.
Once again, two different proof versions of the coin were struck for collectors at the San Francisco Mint. The standard clad composition version was issued within regular proof sets and had the higher mintage, as a more traditional product. The 90% silver version was included in the recently introduced Silver Proof Set. Since this product was more expensive and less established, sales were lower which resulted in a lower mintage level.
