The postmark of October 12, 1999 in Hartford, the capital of Connecticut, marks the day the first Connecticut quarters were released to the Federal Reserve Bank and to the public. The Connecticut quarter features the "Charter Oak" here Connecticut's charter was hidden in 1687 when a representative for King James II demanded its surrender.
